I’ve long maintained that for a nation to be truly democratic, it needs to offer a vote to all those who have a stake in its future: when the biggest impact of a change in presidents is on foreign policy (everything else tends to vary only at the margins) on what grounds can foreigners be denied a voice? Of course that leads to a discussion about whether the administration would have a right to collect taxes from those voters…
